Legalize it. The VAST majority of smokers don't do other drugs, they bother no one and affect no one else with their actions. As long as they stay off the roads when stoned I don't have a problem with them. Imagine how much meth we could get rid of if we spent the tax dollars fighting it instead of dope. It has been estimated that 50% of crime here in Missouri is somehow related to meth. Get rid of that, meth heads rob and kill over their choice of drug. It totally destroys their minds and bodies. These negative effects are not seen in dope smokers. I'd venture to guess that alcohol causes more problems for this country than pot. Please don't take this as I want to ban alcohol because that's not true either. I LIKE my beer.
